The IUCN World Commission on Environmental Law (WCEL) might be described as the
source of this Research Handbook thanks to the work of the WCEL’s Specialist Group on
Oceans, Coasts and Coral Reefs. The need to address the growing threats and law and policy
challenges raised by ocean acidification was originally identified at the WCEL’s first World
Environmental Law Congress in Rio de Janeiro, Brazil in April 2016. Subsequently, the
Specialist Group, then co-chaired by Nilüfer Oral and David VanderZwaag, proceeded to
invite and energize its expert members in ocean law and policy from around the world to
contribute to this volume which is designed to serve as an ocean acidification law and policy
guide. Special thanks go to the WCEL and its chair, Justice Antonio Herman Benjamin, for
the leadership and support for advancing the progressive development of environmental law
including in the sphere of climate change, ocean acidification, and ocean governance.
