The creation of a coherent system to ensure the cybersecurity of the Republic of
Poland was the purpose of the Act of the National Cyber Security System adopted by
the Sejm of the Republic of Poland on the 5th of July 2018. It was the first attempt to
create a comprehensive legal regulation, which assigned specific tasks and competences
to its constituent entities and defined their responsibilities in order to enable
effective operation in order to detect, prevent and minimise the effects of network
incidents (such as, e.g. network attacks or failures) violating cybersecurity of the
state and its citizens.
In addition, the Act on the national cybersecurity system and the implementing
regulations accompanying it have implemented the provisions of the Directive
(EU) 2016/1148 of the European Parliament and the Council of the 6th July 2016
on measures for a high common level of security of network and information
systems within the Union (the NIS Directive).
