The Criminal Justice Board in Northern Ireland commissioned me to carry out an independent review of the arrangements to deliver justice in serious sexual offence cases in April 2018. I believe this commission reflected the reality that we live in an age of enduring and renewed sexual violence which demands a profound overhaul of our criminal justice response to the whole concept of sexual assault.
