This book would not have been written without my wife Julija. Not only
due to her unwavering support despite my awkward teaching and writing
schedule but also due to her substantial impact on the ideas that went
into this book. It was she who sparked my interest in legal and regulatory
matters. It was she who inspired my interest in regulation through
code by introducing me to the writings of Lawrence Lessig. It was she
who first encouraged me to think about algorithmic governance from
a legitimacy and human rights perspective—these considerations ended
up underpinning Chapter 6 in this book (any inaccuracies are, of course,
my own). And my first foray into publishing on regulation in the digital
sphere was an article we co-authored back in 2012. I am grateful to her
